County Judge
County Judge Shane Stolarczyk
The Texas Constitution vests broad judicial and administrative powers in the position of County Judge. This official who is elected by the entire county population presides over a five-member Commissioners Court and supervises the budget and administrative processes of the County. By State law, the County Judge is also the County director of emergency management. The County Judge also serves in a judicial function, overseeing some criminal, civil, juvenile, probate, guardianship, and mental health cases.
Duties
The Honorable Shane Stolarczyk was elected countywide by the citizens of Kendall County. He took office on January 1, 2023 (at midnight).
His roles include presiding over Commissioners Court meetings, which involves all County business, and using a voting system of all five members of the Court to conduct County business. He serves as the Chief Budget Officer of the County, meaning he will decide and recommend how our County's taxpayer dollars are spent or saved.
The County has several operational departments, which are funded by taxpayer dollars, so Judge Stolarczyk works with Department Heads to ensure the essential services offered by the County are performed efficiently and successfully. Most members of the Commissioners Court participate in the supervision of County operations, and Judge Stolarczyk helps facilitate those County Commissioners' interactions with County Department Heads.
Judge Stolarczyk also oversees the County's many employees and has worked with the County's Human Resources Department to develop policies that help our employees understand the benefits of working for our County, as well as ensuring that any employee complaints or concerns are objectively and fully investigated as required by law. Judge Stolarczyk takes compliance with state and federal laws seriously and is instituting a policy of initiating operational policies to ensure that our County's employees are fairly compensated and have a voice when recommending improvements or raising concerns.
In addition to those substantial duties, Judge Stolarczyk is also responsible for presiding over judicial duties, including some criminal, civil, juvenile, probate, and mental competency cases. Judge Stolarczyk also believes a critical component of the County Judge's duties is involving the taxpayers in County decisions, so he has created multiple committees related to County projects and then oversees those committees. Judge Stolarczyk's goal is to ensure that our citizens' taxpayer dollars are used as efficiently as possible while also planning for the future, especially in light of our County's substantial growth.
The Other Duties Include:
- Chief Budget Officer for the County
- Overseeing the county courthouse and other county campuses, the jail, libraries, and parks
- Setting tax rates
- Calling for bond elections
- building and maintaining county infrastructure such as roads and bridges
- Head of civil defense and disaster relief
- Prepares the county budget along with the county auditor
- The agent responsible for approving applications for beer licenses and waivers on mixed drink licenses
- Performs wedding ceremonies

The Judge can perform wedding ceremonies in the Commissioners Courtroom located inside the Kendall County Courthouse. Our beautiful Historic Courthouse is also a wonderful venue and may be used upon availability. A venue of the couple's choice is also acceptable depending on distance and the Judge's availability.
